In a relocation or expansion, there WILL be short term costs. There MAY be long term benefits.
Costs for land, construction, utilities, labor, taxes, transportation, and administration vary by location, which also affects logistics and transportation cost. These costs can be quantified in advance and compared. The purpose of this section is to anticipate what line items of cost will vary by location, considering the products and process. Both source and destination locations must be considered in the financial comparison. Then, during a site selection process, JPR can quantify the relative cost for each site.

New construction or retrofit will be a function of area labor rates and material costs, and both those vary dramatically across the US.
Operating cost will vary by location
Direct people; base rate, plus mandated or customary benefits, payroll taxes and insurance
Indirect people; base rate, plus mandated or customary benefits, payroll taxes and insurance
Testing and training, based on the quality of available employees
Utilities; Electricity, Water, Gas, Waste treatment, Communications;
Occupancy; taxes, insurance, maintenance, HVAC depending on the local climate
Regulatory; licenses, emissions, effluents; air and water quality
Logistics; transportation for incoming materials; shipments to customers
Customs and Border; product and materials duties, marking
